Some barriers to the implementation of CDSS include poor computer literacy, lack of regular guideline updates, and physician reluctance to use protocol-driven tools during patient consultation due to workflow disruption [15-17]. Strategies to overcome these barriers include the development of user-friendly CDSS that are regularly updated to reflect changes to guidelines.

To date, little is known regarding the current physiotherapy practice for hip and knee osteoarthritis in Germany and whether its management is in line with guideline recommendations. We hypothesize that guideline adherence among physiotherapists is low, as in Germany, an academic level of physiotherapy education is not mandatory and only about 3% of the physiotherapists have graduated from higher educational institutions [29].

Guidelines are an established textual source for domain knowledge within health care, and we thus chose to use recommendations in a guideline as scenario for developing the CQs. The use of information needed to follow best practice as a starting point ensured that the study examined the tested information models regarding clinically relevant information as opposed to theoretical possibilities or boundaries. Any topic within health care could have been used as a starting point for this work.
